Apostille or consular legalization: check the country first

The Arab world is split on the Hague Apostille Convention. Saudi Arabia (since 2022), Bahrain, Oman, Morocco and Tunisia are members, and Georgian documents for those countries need an apostille from the Public Service Development Agency plus translation. The United Arab Emirates, Qatar, Kuwait, Egypt, Iraq, Jordan and Lebanon are not members, and documents for them go through consular legalization: certification by the Georgian Ministry of Foreign Affairs (via PSDA) and then legalization at the embassy of the destination country, several of which are in Tbilisi and several of which cover Georgia from other capitals. Some destinations then require a further attestation on arrival (the UAE Ministry of Foreign Affairs attestation, for example) before the document is used.

Getting this wrong wastes weeks. When a client tells us the destination, we confirm the current status of that country, the sequence of stamps, where the translation fits in the sequence (many embassies want the translation done before legalization, some after) and which embassy handles Georgia. In the reverse direction, Arabic documents arriving in Georgia from non-Hague countries must be legalized by the Georgian embassy or consulate covering that country or by the Georgian Ministry of Foreign Affairs after the issuing country's own attestation, before we translate and notarize them for a Georgian institution.

Employment, residency and family files for the Gulf

Georgians working in the Gulf as engineers, medical staff, hospitality workers, drivers, security personnel and in many other roles need Georgian documents in Arabic (or in English, which many Gulf employers and authorities accept alongside Arabic): diplomas and transcripts for professional licensing and degree attestation, criminal record certificates for work visas and residency, medical certificates, birth and marriage certificates for family sponsorship, and powers of attorney for relatives in Georgia. Professional licensing in Saudi Arabia, the UAE and Qatar (for doctors, nurses, engineers and teachers) requires verified and attested degrees; the translation must render the degree title and the institution exactly as the verifying body expects.

We prepare these files as sets, in Arabic or bilingual Arabic-English where the recipient accepts it, with the legalization or apostille sequence planned around validity windows (criminal record and medical certificates expire quickly) and with name spelling aligned to the passport, since Gulf systems match every document to the passport name character by character.

Arab investors, property buyers, students, couples and patients in Georgia

Investors and property buyers from the Gulf, Iraq, Egypt and Jordan register companies at the Public Registry, buy apartments and land through Georgian notaries, open bank accounts and apply for residence permits, and each step needs Arabic documents in Georgian: passports, trade licences and commercial registration certificates, memoranda of association, powers of attorney, bank letters and source-of-funds documents, all legalized or apostilled at home and translated with notarization in Tbilisi. Students from Arab countries enrolling in Georgian medical, engineering and business programs need high school certificates and transcripts translated for the university and for the education quality center. Couples marrying in Georgia need passports and certificates of marital status translated and an interpreter at the registration; couples often also need the Georgian marriage certificate translated into Arabic and legalized for registration at home.

Gulf companies and funds investing in Georgian energy, hospitality, real estate and agriculture need Georgian corporate, legal and financial documents in Arabic or English. Translations into Arabic are done by native Arabic translators and reviewed by a second linguist; Arabic documents into Georgian are translated in full, including attestation stamps and legalization pages, and notarized in Tbilisi. Arabic names are rendered into Georgian from the Latin spelling in the passport, and Georgian names into Arabic consistently across the file, with the Arabic rendering agreed with the client where their existing Gulf documents use a specific form. Standard documents are usually ready within one working day once the original is available for the notarized copy; legalization chains are quoted with a realistic timeline for each stamp.

The mistakes that delay Arabic-Georgian files, and how to avoid them

The first is name inconsistency. An Arabic name may be written three ways in Latin script across a passport, a driving licence and a university certificate (Mohammed, Mohamed, Muhammad), and Georgian institutions will treat each as a different person. We take the passport as the single reference and add a translator's note linking any variant found on other documents, so that the officer sees the correspondence rather than a discrepancy.

The second is the legalization order. Clients sometimes have a Georgian document translated and notarized, then discover that the UAE embassy wants the Ministry of Foreign Affairs stamp on the original before it will legalize anything, and that the translation must be redone after the stamps are added. We map the sequence for the specific country before the first stamp is placed.

The third is expired supporting documents. Gulf employers and Georgian residence permit offices alike want criminal record and medical certificates issued within a short window, and a legalization chain can consume most of it. We schedule the certificate request so that it is fresh on the submission date, not on the day the translation was ordered.

The fourth is assuming Arabic is required when English is accepted, or the reverse. Many Gulf attestation bodies and universities work in English; ministries, courts and civil affairs departments often insist on Arabic. We ask for the recipient's instructions and prepare exactly what they will accept, bilingual where that is the safest option.

What to send for an Arabic translation

Send every page including attestation and legalization stamps, name the country and institution, and tell us whether the recipient accepts English alongside Arabic. Send the passport data page so that names match character by character, and, if you already hold Gulf documents with your name in Arabic, send one so that we use the same rendering. Tell us the submission date so that legalization and validity windows can be planned.
