Ukrainians in Georgia: the documents Georgian institutions ask for

Ukrainian citizens in Georgia deal with the same offices as any resident, and each wants a notarized Georgian translation: the Public Service Development Agency for residence permits (passport, and depending on the category a marriage or birth certificate, employment contract, proof of funds or property), for marriage registration (passport, certificate of marital status or divorce certificate) and for registering children's births; schools for enrolling children (birth certificate, report cards, vaccination record); the Public Registry for registering a business or becoming an individual entrepreneur (passport, and for companies a corporate document); banks for account opening (passport and increasingly source-of-funds documents); employers for work contracts (diploma, work record, police certificate); notaries for any transaction (passport, and an interpreter at the signing); and clinics for treatment (medical records).

Ukrainian documents used in Georgia normally require an apostille from Ukraine. Obtaining one from abroad has become harder, and Georgian institutions have shown some flexibility for Ukrainian citizens since 2022, but practice varies by office. We tell you when a specific recipient is known to insist on the apostille and when it has accepted documents without one, and we translate the apostille page whenever it exists.

Diia, digital documents and wartime certificates

Many Ukrainians hold their documents in the Diia application: the ID card, the foreign passport, the driving licence, birth certificates of children, the taxpayer number, and extracts from registers. Georgian notaries certify translations of physical documents or their notarized copies, so a Diia screen alone is usually not enough for a notarized translation; a PDF extract with a QR code generated from Diia or from the relevant Ukrainian register, printed and in some cases confirmed, is often accepted, and we check with the notary before you order. Where a physical document is unobtainable, we explain what the Georgian institution has accepted in similar cases, without promising a result that depends on their decision.

Certificates issued since 2022, including birth and death certificates issued in wartime conditions, documents from territories under occupation, and certificates reissued through Ukrainian consulates, come in unusual forms. We translate them exactly as issued, note any features a Georgian officer might question, and, for documents from occupied territories, explain the Ukrainian legal position and what Georgian institutions have done in practice.

Georgian documents translated into Ukrainian

Ukrainians in Georgia also need Georgian documents for Ukraine: a Georgian birth certificate of a child born in Tbilisi, for registration at the Ukrainian Embassy and in Ukrainian registers; a Georgian marriage certificate for registration in Ukraine; Georgian residence documents, employment contracts and tax certificates for Ukrainian tax and social security matters; Georgian court decisions on divorce or custody for recognition in Ukraine; and Georgian powers of attorney for relatives handling property, banking or inheritance in Ukraine. Georgian documents are apostilled at PSDA and translated into Ukrainian with the apostille; Ukrainian notaries and authorities generally accept Georgian notarized translations into Ukrainian, and the Ukrainian Embassy in Tbilisi handles many of these registrations directly.

Georgian citizens with family or business ties to Ukraine need the same in the other direction: documents for Ukrainian residence permits, marriage registration at a DRATSS office, university admission and business registration, all translated into Ukrainian.

Education, employment and business

Ukrainian students enroll in Georgian schools and universities with translated certificates and transcripts, and graduates seek recognition of Ukrainian degrees through the National Center for Educational Quality Enhancement for employment in regulated professions. Ukrainian doctors, nurses, teachers and engineers need diplomas, transcripts and licenses translated into Georgian, and employers in IT, hospitality and services need work records and police certificates. Ukrainian companies relocating to or opening in Georgia need their corporate documents (витяг з ЄДРПОУ, статут, довіреність) translated into Georgian with notarization for the Public Registry and banks, and Ukrainian IT specialists registering as individual entrepreneurs need passport translations and tax documents.

We maintain terminology for Ukrainian education and administrative documents (the distinction between the молодший спеціаліст, бакалавр, спеціаліст and магістр levels, the 12-point school scale, the ЄДРПОУ and РНОКПП numbers) so that Georgian officers understand what they are reading, and we render Ukrainian names into Georgian following the Latin spelling in the foreign passport, so that every Georgian document carries the same form.

Ukrainian interpreters and quality

Standard documents are usually translated and notarized within one working day once the physical document or an acceptable printed extract is available for the notarized copy; family and corporate files are quoted as a set with a firm date. Typical scenarios

A family from Kharkiv settling in Tbilisi: the parents' foreign passports are translated for the residence permit and the bank, the children's birth certificates and school records for enrollment, the mother's medical diploma for the education quality center, and the father's work record and police certificate for his employer. The birth certificates and diploma carry apostilles obtained before leaving; the police certificate is a Diia-generated PDF, printed with its QR code, which the notary accepts after verification. What to send for a Ukrainian translation

Send a clear scan or photo of every page including the apostille and reverse sides, or the PDF extract from Diia or the Ukrainian register if that is what you have. Tell us which Georgian institution or Ukrainian authority will receive the translation, and send the foreign passport data page so that names are rendered consistently.
