You need a Kyrgyz interpreter (people often also search for it as "Kirghiz") when a document issued in Kyrgyzstan has to be accepted by a Georgian agency, notary, university, bank or employer, or when a Georgian document has to be prepared for an institution in Kyrgyzstan. TARGMANEBI translates Kyrgyz texts into Georgian and Georgian texts into Kyrgyz, and, where needed, also prepares the translation for notarization.
An official paper from Kyrgyzstan rarely consists of one language only. Kyrgyz and Russian text often stand side by side on the same sheet, and in recent years more and more certificates have been issued in digital form, with a QR code. That is why, before the work starts, we find out which block has to be translated, how the person's name is written in the passport and in what form the authority where you will take the document will accept it.
From Kyrgyz into Georgian and from Georgian into Kyrgyz
There are two main directions. The first is translation from Kyrgyz into Georgian: in this case the client, as a rule, has to submit the document at a Public Service Hall, the State Services Development Agency, a notary, an educational institution or a private company. The second direction is translation from Georgian into Kyrgyz, when a certificate, statement or contract issued in Georgia has to be used in Kyrgyzstan.
Because Russian also has official status in Kyrgyzstan, some receiving parties also accept a Russian translation of a Georgian document. We decide in which language the text is prepared after clarifying this with the receiving institution. For the Russian direction, see also the page Russian interpreter, and all interpreter services are gathered on the page Interpreter services.
From Kyrgyz into Georgian
ЗАГС certificates, digital certificates, diplomas, company documents and notarial deeds for Georgian agencies.
From Georgian into Kyrgyz
Georgian certificates, extracts, powers of attorney and contracts for a state or private organization in Kyrgyzstan.
Kyrgyz-Russian forms
Comparing both parts of a bilingual form and establishing which text has to go into the Georgian version.
The state language is Kyrgyz, Russian is official too
The Constitution of Kyrgyzstan declares Kyrgyz the state language and gives Russian the status of an official language. This model was also kept in the new constitution adopted by referendum in 2021. In practice this means that state forms, seals, certificates and register extracts are often drawn up in both languages, while older documents are mostly written in Russian only.
In a bilingual document the Kyrgyz and the Russian part do not always match word for word. Sometimes the Russian block only repeats the column headings, and sometimes, on the contrary, it contains an additional note. We compare both parts and clarify whether the whole page is translated or one language block is enough. Leaving out any part of the official content is not acceptable.
Kyrgyz Cyrillic: Ң, Ө and Ү
Today Kyrgyz is written in Cyrillic. The alphabet is based on the Russian one, but it has three additional letters: Ң ң, Ө ө, Ү ү. Ң renders a nasal consonant, while Ө and Ү are vowels that come close to the German ö and ü and have no direct equivalent in Georgian.
In a poor scan or in handwriting, Ө can easily be read as O, and Ү as У. One letter can change a surname, the name of a village or the name of a street, so we check proper names separately and compare them with the Latin entry in the passport. Kyrgyz is an agglutinative language: suffixes are attached to the word stem one after another, which requires an accurate understanding of long official formulas.
Which documents from Kyrgyzstan we translate most often
Below are the documents that are requested most often in Georgia. The Russian heading is also visible on a bilingual form, so we give it in the table to make it easier for you to recognize the document.
| Document | Russian heading on the form | What we check during translation |
|---|---|---|
| Birth certificate | Свидетельство о рождении | The parents' names, the record number, the place of birth and the series of the form. |
| Marriage certificate | Свидетельство о заключении брака | The spouses' surnames before and after registration, the date of registration and the authority. |
| Divorce certificate | Свидетельство о расторжении брака | The ground for ending the marriage, the reference to the court decision, the record number. |
| Death certificate | Свидетельство о смерти | The date, the place, the record entry and the data needed for an inheritance case. |
| Criminal record certificate | Справка о наличии (отсутствии) судимости | The ПИН, the certificate number, the date of issue, the QR code and the conditions of validity. |
| Company registration certificate | Свидетельство о государственной регистрации юридического лица | The name, the legal form, the registration number, the ИНН and the address. |
| Diploma and supplement | Диплом, приложение к диплому | The qualification, the subjects, the hours or credits and the grading system. |
ЗАГС certificates: digital and printed form
In Kyrgyzstan civil status acts are registered by the ЗАГС bodies, and the records are kept in a unified automated system, АИС «ЗАГС». At the end of 2025 the state institution «Кызмат» announced that birth, marriage, divorce, change of name and death certificates would be issued in two formats.
The first format is digital: the certificate is created automatically in the system, it is visible in the Түндүк app and on the state services portal, and its authenticity is checked with a QR code. The second is a printed strict-accountability form with security features, which was created precisely for submission abroad. For use in Georgia this second form is usually more practical, although the final decision lies with the receiving authority.
ПИН - the 14-digit personal identification number
The documents of a citizen of Kyrgyzstan often contain the ПИН - персональный идентификационный номер, i.e. the 14-digit personal identification number. It appears in identity documents, digital certificates and register extracts. A ПИН is also assigned to foreigners living in Kyrgyzstan, and the rules for assigning it have changed several times in recent years. In tax records you may come across a separate identifier, the ИНН.
Numbers are carried over into the translation unchanged. At the first mention we write, for example, "ПИН (personal identification number)", and after that we use one and the same form throughout the text. We compare the digits with the original twice, because in a 14-digit string one missing digit or two digits swapped are hard to notice by eye, while the agency's system detects such an error immediately.
Түндүк and digital certificates with a QR code
Түндүк is Kyrgyzstan's e-government platform. With its mobile app a citizen can show a digital passport, a driving licence, a criminal record certificate and other documents. According to local information, such digital certificates have full legal force inside Kyrgyzstan, and state bodies no longer ask for a paper copy. The exception remains the cases where the document has to be used abroad.
In Georgia the approach is different: a Georgian agency may accept a printout of an electronic certificate, but it may also require the paper original or an apostille. When translating a digital certificate, we reflect its number, the date of issue, the issuing authority and the presence of the QR code. The translator does not check the content of the code - that is the business of the receiving party or of the official system.
ID card, passport for travel abroad and the Latin entry
A citizen of Kyrgyzstan may have an ID card for domestic use, which is also locally called an ID passport, and a passport for travelling abroad. In the passport the first name and surname are also given in Latin letters, and for international use it is precisely this entry that is regarded as the main reference point.
The Georgian translation does not invent a new transliteration. If the surname in a ЗАГС certificate is written in a Russian form while the Latin variant in the passport sounds different, we reflect each one as it is in its own source and ask the client for the passport data page for comparison. This way all the translated documents of one person match each other.
Kyrgyz names: "уулу", "кызы" and Russian-type surnames
In the Kyrgyz naming system the father's name can be recorded in two ways. The Russian model uses the endings -ович and -овна, while the traditional model adds уулу (son) or кызы (daughter) to the father's name. In some documents such a construction also stands in the surname field.
In the translation we keep the word order of the source and do not turn "уулу" into a Russian form, nor the other way round. Surnames are often of the Russian type (-ов, -ев, -ова, -ева), so when the documents of family members are translated together, we write the female and male forms according to each person's own document and do not replace them with a single pattern.
Company registration, justice bodies and business documents
In Kyrgyzstan legal entities are registered by the justice bodies, including the territorial justice departments. According to local publications, registration can now also be completed online, and the registration certificate is issued electronically and printed when needed.
A business package often includes the registration certificate, the charter, the founder's decision, the order appointing the director, a tax certificate and the bank details. We explain the legal form (for example, ОсОО - limited liability company), while the company name is left as it is in the register. We check figures, amounts, dates and signing authority separately.
Deeds of a Kyrgyz notary and powers of attorney
A power of attorney, a consent for a minor to travel, a statement or a certification of a signature drawn up by a notary in Kyrgyzstan contains standard formulas: the register number, the notary's name, the address of the office and the entry identifying the person. These formulas are carried over into the translation in full, without shortening or simplification.
In a power of attorney the list of powers and the term of validity are especially important. If you are preparing a Georgian power of attorney for use in Kyrgyzstan, it is advisable to agree the wording of the text with a local notary or the receiving organization before signing, so that you do not have to draw it up again later.
Apostille: Kyrgyzstan since 2011, Georgia since 2007
According to the status table of the Hague Conference, Kyrgyzstan acceded to the Apostille Convention on 15 November 2010, and the Convention entered into force for it on 31 July 2011. For Georgia the Convention has been in force since 14 May 2007. Some countries initially raised an objection to Kyrgyzstan's accession; for example, in relations with Germany the Convention took effect only from 7 October 2024.
According to local publications, since 2020 the apostille on official documents of Kyrgyzstan has been affixed by the territorial subdivisions of the Ministry of Justice, and the Ministry is developing an electronic apostille system. An apostille confirms the authenticity of the signature and the seal, not the content of the document. If it is needed, you first obtain the apostille, and then we translate the document together with the apostille. For Georgian documents, see the page Apostille.
The 1993 Minsk Convention and the decision of the receiving authority
The Minsk Convention, signed in 1993 between the countries of the CIS area, governs legal assistance in civil, family and criminal matters. In general, it provides that a document properly drawn up and certified in one participating country may be accepted in another participating country without additional certification. Kyrgyzstan is a party to this convention.
In practice some Georgian agencies accept a document from Kyrgyzstan without an apostille, while others still require it, especially when the matter concerns a private organization, a bank or a third country. So our advice is simple: before the document is sent from Kyrgyzstan, ask the receiving authority whether it needs an apostille. This decision belongs to the receiving party, not to the translator.
Notarized translation in Georgia
For official submission in Georgia, the translation of a Kyrgyz document often needs notarization. In this case the Georgian notary certifies the translator's signature, i.e. confirms that a specific translator signs the translation. The notary does not confirm the authenticity of the foreign document, nor the correctness of its content.
The certified translation is, as a rule, bound together with the original or with a copy of it. What is bound - the original, a notarized copy or a printout of a digital certificate - is agreed when ordering. For the details of the procedure, see the page Notarized translation.
Residence, employment and migration documents
Citizens of Kyrgyzstan come to Georgia to study, to work, for business or for family reasons. The package needed for a residence permit, for work or for registering a marriage often includes the passport, the birth certificate, a marriage or single status certificate, a criminal record certificate and an education document.
The exact list of documents is set by the agency, so obtain the current list before translation. When there are several documents in one package, names, dates and numbers have to be written the same way in all the translations; we control this within one order with a single list of terms and names.
The reverse case is also common: a citizen of Kyrgyzstan living in Georgia may need a Georgian marriage certificate, a child's birth certificate, a criminal record certificate or a letter confirming work experience back home. In such a case we first find out whether the Georgian document needs an apostille, and then, depending on the recipient's requirement, prepare the text in Kyrgyz or in Russian. Georgian names and geographical names are carried over into Kyrgyz Cyrillic by a single rule, and the person's name is written in the same form as in their passport. If the same document is needed in two languages, we prepare both versions in parallel, so that the data match each other exactly.
Education documents and recognition
When translating a school leaving certificate, a bachelor's or master's diploma and the supplement from Kyrgyzstan, special attention is paid to the names of the subjects, the hours or credits, the grading system and the qualification awarded. In Georgia, foreign education is recognized by the National Center for Educational Quality Enhancement, which itself determines in what form it needs the diploma and the translation.
In the opposite direction, when a Georgian diploma is recognized in Kyrgyzstan, the competent body of the local education system determines whether a Kyrgyz or Russian translation and an apostille are needed. Requirements change over time, so check the current rules in both countries before applying.
Archive documents of the Soviet period: the Kirghiz SSR and Frunze
Many old documents were issued in the period of the Kirghiz SSR (Киргизская ССР), mostly in Russian. Such documents contain historical place names: for example, Bishkek was called Frunze before 1991. In the translation we write the name of the city as it is in the source, and where needed give the modern name in brackets.
Archive certificates, employment record books, old diplomas and military cards are often filled in by hand. We do not fill in an unclear passage by guesswork - in the translation it is marked with an appropriate note. A damaged stamp, a crossed-out word or an inserted entry is also reflected with a separate mark.
Medical, court and property texts
In a medical report, a discharge summary or a test result, doses, units, values and dates are carried over unchanged, and the trade name of a medicine is not confused with the active substance. In a court decision we accurately translate the procedural status of the parties, the case number, the deadlines and the operative part.
In property documents - a real estate register extract, a sale and purchase agreement or a certificate of inheritance - the address, the area, the cadastral code and the owners' shares are decisive. After the translation is finished, we compare these data with the original once more.
How do I order a Kyrgyz translation?
For the initial review, a complete photo or PDF of the document is enough, in which all four edges of the page, every seal and the QR code are visible. In your message, state in which direction you need the translation, in which country and to which agency you will submit it, and whether notarization is needed.
Sending the file
You send us every page, attachment and apostille and, for comparing the names, the passport data page.
Clarifying the requirement
We establish the language blocks, the format of the document and whether it needs notarization.
Translation and checking
Along with the text, the ПИН, names, dates, numbers and the wording of the seals are checked separately.
Handover
You receive an electronic file or a notarized, bound paper version.
The Tbilisi office and remote service
Our office is located in Tbilisi, at 118 Davit Aghmashenebeli Avenue. If you are outside Tbilisi or in Kyrgyzstan, you can send us the file online, and we will agree separately on how the paper version is handed over. You can call us on 501 113 200.
We usually complete a document of standard volume on the same or the next day. This is a typical turnaround, not a guarantee: a large package, a handwritten archive or notarization may require more time. We will tell you the specific turnaround after seeing the file. If the document first needs an apostille, the time it takes to obtain it depends on the competent authority of Kyrgyzstan.
Quality control in Kyrgyz translation
After the translation is finished, the text goes through a separate check. We compare all proper names, the ПИН and ИНН, the dates, the record numbers, the wording of the seals and the signature blocks. We check that no official part of a bilingual form has been missed and that words with the letters Ң, Ө and Ү have been read correctly.
We also translate documents from other countries of Central Asia and the CIS area: see Kazakh interpreter, Uzbek interpreter, Tajik interpreter and Turkmen interpreter. If you have documents from several countries in one family or company, we will prepare them in one order, with consistent terminology.
Send us a complete photo or PDF of the document from Kyrgyzstan or Georgia. We will clarify the language blocks, the need for notarization and the turnaround time.

My document from Kyrgyzstan is written in Russian - which interpreter do I need?
If the document is entirely in Russian, a translation from Russian is enough. If the form has Kyrgyz and Russian text together, we compare both parts and establish which one has to be translated. In both cases you place the order in one place.
What is the ПИН and how is it written in the translation?
The ПИН is Kyrgyzstan's 14-digit personal identification number. In the translation the digits are carried over unchanged, and at the first mention the abbreviation is accompanied by a Georgian explanation. We compare the digits with the original twice.
Is a Түндүк digital certificate accepted in Georgia?
Inside Kyrgyzstan such a certificate has full legal force, but in Georgia the form in which it is accepted is decided by the Georgian agency. Some accept a printout, others ask for the paper original or an apostille, so check in advance.
Does a document from Kyrgyzstan need an apostille in Georgia?
Kyrgyzstan has been a party to the Apostille Convention since 2011, and it is also a member of the 1993 Minsk Convention. Some Georgian agencies accept the document without an apostille, while others still ask for it. You should ask the receiving authority for the final answer.
Who affixes the apostille in Kyrgyzstan?
According to local information, since 2020 the apostille has been affixed by the territorial subdivisions of the Ministry of Justice. An apostille confirms the authenticity of the signature and the seal, not the content of the document, so we translate it together with the document.
How are "уулу" and "кызы" carried over into the Georgian translation?
These words mean son and daughter and are written together with the father's name. In the translation we keep the word order of the source, do not change it into the Russian -ович or -овна form and compare it with the Latin entry in the passport.
What does the notary confirm during notarization?
In Georgia the notary certifies the translator's signature. The notary does not confirm the authenticity of the document from Kyrgyzstan, nor its content. The certified translation is bound together with the original or a copy of it.
How long does a translation take, and can it be ordered remotely?
We usually complete a document of standard volume on the same or the next day, although a large package or a handwritten archive needs more time. You send the file online; you may need to come to the office only for the paper version.
