🇲🇪 Montenegrin Interpreter and Translation of Montenegrin Documents

Translation into Georgian of documents issued in Montenegro, or of Georgian documents into Montenegrin, for residence, employment, marriage, property, study and business matters. We work at our Tbilisi office and remotely, and arrange notarization where needed.

At first sight a certificate from Montenegro looks like a Serbian or Bosnian text, but its form says "Crna Gora", the words are written in the ijekavian form (uvjerenje, vjenčani), and the same type of document may be filled in either in Latin or in Cyrillic script. For a Georgian translation this is not a detail: the name of the issuing authority, the type of register, the 13-digit personal number and the person's name exactly as it is written in the passport all have to be carried over precisely.

TARGMANEBI prepares translations from Montenegrin into Georgian and from Georgian into Montenegrin for personal, immigration, business, educational and court purposes. Our service is used by people who live, work or own property in Podgorica, Budva, Bar or another town on the Adriatic coast, as well as by Montenegrin citizens and companies who need to submit an official document to a Georgian agency, bank or educational institution.

When a Montenegrin document is translated, three questions are settled at once: which country's authority issued the document, which script it is written in, and how the person's name is written in the passport. It is precisely these answers that determine both the terminology and the form of the final document.

Montenegrin translation services at TARGMANEBI

The bureau works both on one-page certificates and on multi-page packages that are submitted together in one case. The document can be handed in at the office or sent electronically - as a photo or a scanned PDF. At the very first stage we find out who the translation will go to: a Georgian public service, a notary, a bank, a university or a local authority in Montenegro. This determines whether an ordinary translation is enough or whether notarization and an apostille are needed.

From Montenegrin into Georgian

Texts issued by Montenegrin ministries, courts, notaries and companies carried over into official Georgian while keeping the structure of the original.

From Georgian into Montenegrin

Georgian documents prepared for submission in Montenegro, in Latin or Cyrillic script - depending on what the receiving authority requires.

Certification and finishing

Arranging notarization of the translator's signature, binding the translation to the original or to a copy, and delivering the electronic version.

The 2007 Constitution and the official status of Montenegrin

Montenegro restored its independence in 2006, and the Constitution adopted in 2007 declared Montenegrin - crnogorski jezik - the official language of the state. Under Article 13 of the Constitution, the Cyrillic and Latin scripts have equal status, while Serbian, Bosnian, Albanian and Croatian are in official use. That is why some documents issued in Montenegro may contain text in another language or a bilingual form.

Montenegrin also has its own code in international standards - in the ISO 639-3 system it is designated cnr. For a translator this is a practical matter: when the source language has to be stated in the heading of the translation or in the certification text, we do not automatically call a document issued in Montenegro a "translation from Serbian". We state the language in the form recorded on the document or in the practice of the issuing authority.

All four standards are built on a common Shtokavian base, and their speakers understand each other freely. Even so, the difference is clearly visible in official documents. Montenegrin uses the ijekavian pronunciation: a Montenegrin certificate says uvjerenje and rješenje, while an ekavian text issued in Serbia says uverenje and rešenje. The names of authorities, the titles of documents and the administrative terms also differ, because each state has its own legislation and its own registers.

So before work starts we establish which country's authority issued the document and in which period. Documents issued before 2006, even those issued in Montenegro, may show the name of the state of that time - the Socialist Federal Republic of Yugoslavia, the Federal Republic of Yugoslavia or Serbia and Montenegro - and the terminology of that period. In such cases the names are translated as they are in the original, without "updating" them to the modern form. If your package also contains documents from neighbouring countries, our Serbian interpreter, Bosnian interpreter and Croatian interpreter pages will be useful.

Latin and Cyrillic: the features of the Montenegrin alphabet

In Montenegro both scripts are equal by law. Many modern documents use the Latin script, but a form drawn up in Cyrillic is fully official too, and its translation requires the same accuracy. Some documents contain both scripts on one page: for example, the seal is in one alphabet and the filled-in fields are in the other.

The Montenegrin alphabet approved in 2009 has two additional letters: Ś and Ź in the Latin script and С́ and З́ in Cyrillic. They replace the old two-letter spellings (sj, zj), but their use is not mandatory and many texts keep the traditional spelling. For the translator the main thing is to read correctly whichever form is written in the original and not to change it arbitrarily in names or place names.

The letters Č, Ć, Đ, Dž, Š, Ž, Ś and Ź must not be replaced with plain letters of the Latin alphabet. Losing even one diacritic in a name is enough for a bank or a registry to treat the person's data in different documents as inconsistent.

Which Montenegrin documents do we translate?

Montenegrin documents are most often needed in Georgia in three situations: when a Georgian citizen applies to a Georgian agency after living, working or buying property in Montenegro; when a Montenegrin citizen marries, studies or starts a business in Georgia; and when a contract or court case is under way between companies. Each group has its own terminology and its own key data to check.

Civil registry extracts and the role of the Ministry of Internal Affairs

In Montenegro the registers of births, marriages and deaths - the matični registar rođenih, matični registar vjenčanih and matični registar umrlih - are kept by the Ministry of Internal Affairs (Ministarstvo unutrašnjih poslova, abbreviated MUP). The citizenship certificate - uvjerenje o crnogorskom državljanstvu - is also issued from the same ministry's system. Under Montenegrin law, extracts and certificates based on register data are public documents, so an apostille can also be attached to them.

In older documents the register may be referred to as a matična knjiga, while newer ones say matični registar; both variants are rendered exactly in the translation. When translating an extract we carry over the heading, the entry number, the place and date of registration, the data of the person and of the parents, the remarks column, the seal and the signature. For Georgian agencies it is often precisely the remarks field that is decisive, because it records a change of surname, a divorce or another change entered later.

JMB: the 13-digit personal number

Montenegrin citizens and persons registered in the country are assigned a unique personal number - the jedinstveni matični broj, which often appears in documents as the abbreviation JMB or JMBG. The number has thirteen digits, and its beginning encodes the person's day, month and year of birth. The system comes from the common model of the former Yugoslavia, so you will find a similar structure in Serbian and Bosnian documents too.

In the translation the number is not translated, not split up in a new way and not "corrected". Our rule is to compare the digits one by one with the original and, if the scan is hard to read, to ask the client for a better copy. The same rule applies to a company's tax number (PIB), the registration number, the passport number, the deed number and the bank account. A single digit written down by guesswork can become the reason for redoing the whole package.

Identity card, passport and a single form of the name

The Montenegrin identity card (lična karta) and passport (pasoš) are translated in cases involving marriage registration, opening a bank account, a notarial transaction, employment or residence. The translation reflects every field, including the period of validity, the issuing authority and the presence of the machine-readable zone. For the general rules of passport translation, see the passport translation page.

The Georgian form of the first name and surname has to be based on the Latin entry in the passport. For example, Vuković, Đurović or Radonjić must be written identically in Georgian in every document. If the person already has a document in Georgia where the name has become established in a certain form, we use exactly that form. The same applies to towns and streets: Podgorica, Nikšić, Herceg Novi and Kotor are written in Georgian transcription, and where needed the original form stays in brackets.

Residence and work permits for foreigners

The residence and employment of foreigners in Montenegro is regulated by the Law on Foreigners (Zakon o strancima), and applications are examined by the Ministry of Internal Affairs. For employment of more than 90 days, a single permit for temporary residence and work - jedinstvena dozvola za privremeni boravak i rad - is generally required. Residence may be based on family reunification, study, one's own business or another lawful ground.

In such cases the Georgian side often needs a criminal record certificate, a birth or marriage certificate, a diploma and a document confirming work experience. The exact list of documents, their period of validity and their form (apostille, translation, certification) has to be clarified directly with the MUP or with your lawyer, because the law is amended from time to time. We prepare the Montenegrin translation according to this list and check that your name is written identically in every document.

CRPS and Montenegrin company documents

In Montenegro companies are registered in the Central Register of Business Entities - the Centralni registar privrednih subjekata (CRPS). The register is an electronic public database kept by the state authority responsible for tax administration. A CRPS extract shows the business name, the legal form, the address, the registration number, the founders, the executive director and the powers of representation.

When opening an account at a Georgian bank, setting up a branch or a subsidiary in Georgia or signing a contract with a Georgian partner, this data needs an exact Georgian form. A legal form such as d.o.o. (društvo sa ograničenom odgovornošću) is translated into Georgian as a limited liability company, while the original abbreviation stays in brackets. The company name, as a proper name, is carried over unchanged or in transcription and is not "translated" word for word.

Montenegrin notaries and court interpreters

In Montenegro the notarial profession is independent: a notary (notar) is appointed by the Ministry of Justice, and every notary is a mandatory member of the Chamber of Notaries of Montenegro (Notarska komora Crne Gore). Montenegrin notarial deeds - sale contracts, powers of attorney, inheritance documents - are also often used in Georgia, for example when a Georgian citizen buys or sells a flat on the Adriatic coast and manages the matter from Tbilisi.

When a translation is submitted to a Montenegrin authority, a version certified by a local authorized translator - a tumač, often a sudski tumač - may be required. The list of such translators is published by the Ministry of Justice of Montenegro. So if you are preparing a Georgian document for Montenegro, find out in advance whether a notarized translation done in Georgia will be accepted. Sometimes it is practical to have the apostille attached to the Georgian document here and the translation done locally, while in other cases our notarized translation is fully sufficient.

Apostille: Montenegro and Georgia in the Hague Convention

According to the status table of the 1961 Hague Apostille Convention, Montenegro became a party to the Convention by succession, and the Convention has applied to it since 3 June 2006. Georgia acceded to the Convention, and it has been in force for Georgia since 14 May 2007. This means that a public document moving between Montenegro and Georgia is usually accompanied by an apostille, and the long chain of consular legalization is no longer needed.

In Montenegro apostilles are issued by the first-instance, i.e. basic, courts (osnovni sud), and in certain cases by the Ministry of Justice. The procedure for obtaining an apostille on a Georgian document is described on our apostille page. Usually the apostille is first attached to the original, and then the whole set is translated - both the document and the text of the apostille.

It is important to understand what an apostille certifies: the authenticity of the signature, the capacity of the signatory and, where applicable, the identity of the seal or stamp. It does not certify that the content of the document is correct, it does not replace a translation and it does not in itself oblige the receiving authority to accept the document for any purpose.

An apostille, a translation and notarization of the translator's signature are three different procedures. Which combination a specific case needs is determined by the requirement of the receiving agency.

Notarized translation in Georgia

Georgian agencies often ask for a notarized translation together with a foreign-language document. In that case the Georgian notary certifies the authenticity of the translator's signature - not the content of the Montenegrin document, its lawfulness or the powers of the issuing authority. The translator is responsible for the accuracy of the translation, so for us checking every line, every digit and the text of every seal is a matter of principle.

When you place the order, we agree in advance whether the translation will be bound to the original, to a notarized copy or issued as a separate copy. This decision depends on whether the original will be returned to you and to whom the set will be submitted. The details of the procedure are described on the notarized translation page.

Educational documents and diploma recognition

In Montenegro foreign educational documents are recognized by the ministry responsible for education. Local law treats recognition of the document and equivalence of the qualification (priznavanje and izjednačavanje) as separate procedures, and the requirements depend on whether you need recognition to continue your studies or for employment. In Georgia, recognition of foreign education is within the competence of the National Center for Educational Quality Enhancement.

When translating a diploma and its supplement, we carry over exactly the name of the university (for example, Univerzitet Crne Gore) and of the faculty, the programme, the qualification awarded, the period of study, the subjects, the credits and the grades. Converting grades into another system is not the translator's job - that is done by the recognition body. For details, see the diploma translation page.

Medical, banking and property documents

A medical document is translated when a patient continues treatment in Georgia, applies to an insurance company or seeks a second opinion. In a discharge summary (otpusna lista), test result or doctor's report from a Montenegrin clinic, the diagnosis, the Latin terms, the doses, the units of measurement and the chronology must stay exact. We do not complete illegible handwriting by guesswork - such a place is marked in the translation with an appropriate note.

A bank statement, a salary certificate and a loan agreement are often translated for a visa, for residence or for opening an account at a Georgian bank. In such texts the figures, currencies and periods are carried over unchanged in table form. In real estate matters we translate the sale contract, the property extract (list nepokretnosti) and the power of attorney; here particular attention is paid to the cadastral data, the area and the owners' shares.

Montenegrin court acts are most often encountered in Georgia in divorce, child custody, inheritance or debt dispute cases. A judgment (presuda) or a ruling (rješenje) must accurately reflect the case number, the name of the court, the parties, the operative part and the note that the decision has become final (pravosnažnost), because it is exactly this element that is checked in Georgia during recognition or enforcement.

In contracts and powers of attorney it is important to carry over the scope of authority exactly: disposing of property, acting at a bank, representation in court or requesting documents. A translation cannot replace legal advice; if the source text is incomplete or unsuitable for the specific purpose, it should first be clarified with a lawyer or a notary and then translated.

eUprava and electronic documents

The Government of Montenegro has a single e-government portal, eUprava, through which some public services are available online to citizens and companies. A document obtained electronically may carry a digital signature, a QR code or a verification reference.

The translation of such a document reflects every visible element: the electronic signature data, the verification text and the presence of the QR code. The translator does not "add" the content of the code - only what is written on the document is translated. It is worth checking in advance whether the Georgian receiving authority will accept a printout of the electronic document or will ask for a paper version or an apostilled copy.

How to order a Montenegrin translation

The order starts with sending the complete material. Photograph every page in good light or combine them into one PDF file, including the back side, the apostille and the attachments. State the language direction, the country where you will submit the document, the receiving authority and the date you need it by. If you have a copy of your passport or a document that has already been translated, send it to us as well, so that the names are written consistently.

1

Receiving the material

We receive every page, seal, signature, apostille and the text of the electronic verification.

2

Clarifying the purpose

We establish the receiving authority, the required script and the form of certification.

3

Translation and checking

We translate and separately check the names, the JMB, the numbers, the dates and the terminology.

4

Handover

We give you the electronic version or the agreed notarized copy.

Turnaround time and planning the work

A document of standard size, for example a single extract or certificate, is as a rule ready the same day or the next day. The deadline for a large package, court material or a technical text is agreed after we have seen the files. Bear in mind that obtaining an apostille, requesting a document from a Montenegrin register or a visit to a notary are separate stages, and their deadlines depend on the agency concerned.

  • Number of pages and attachments: the apostille, the back side and the seals are translated separately.
  • Script: a document in Cyrillic or filled in by hand needs additional checking.
  • Form of certification: notarization is a separate stage and requires a physical signature at the office.
  • Requirements of the recipient: if the receiving authority sets a special rule for terms or format, we take it into account in advance.
  • Appointment date: if you have already booked an appointment at an agency, let us know as soon as you place the order.

Tbilisi office and remote service

Our office is located at 118 Davit Aghmashenebeli Avenue, Tbilisi. Here you can bring the original, sign the necessary document or collect the notarized translation. However, a large part of the Montenegrin interpreter service is carried out remotely: you send us the file from Montenegro, Batumi, Kutaisi or another country and receive the finished translation electronically.

You only need a notarized paper copy when the receiving authority asks for it. In that case we agree in advance how the document will be handed over to you, so that you only have to send the original when it is really necessary. For the list of our other interpreting directions, see the interpreter services page.

Quality control in Montenegrin translation

Before the finished file is handed over, the translation goes through a separate checking stage. We check the heading and the issuing authority, the match between the Latin and Cyrillic forms, the first names, surnames and place names, the JMB, the PIB, the passport and deed numbers, the dates, the amounts, and the notes on seals and signatures. In a multi-page package, one person, company or address must be written identically on every page.

The style of the text suits its purpose: a court act needs formal, maximally precise language, a medical report needs terminological accuracy, and a business letter needs natural Montenegrin. We do not fill in a damaged or illegible passage arbitrarily: it is either clarified with a better copy or marked in the translation with an appropriate note.

Do you have a Montenegrin document to translate? Send us every page and tell us where you will submit the translation. We will determine the volume, the script, the deadline and the appropriate form of the final document.

Montenegrin documents often also need an apostille, a notarized translation and a passport translation, while documents from neighbouring countries need a Serbian or Croatian interpreter.

Frequently asked questions about Montenegrin translation

Does a Montenegrin document need an apostille to be submitted in Georgia?

Montenegro and Georgia are both parties to the Hague Apostille Convention, so a Montenegrin public document usually needs an apostille rather than consular legalization. In Montenegro the apostille is issued by the basic court. Whether a specific case needs one is determined by the receiving Georgian agency.

Are Montenegrin and Serbian the same language?

The languages are very close and their speakers understand each other, but under the 2007 Constitution Montenegrin is the official language of Montenegro, with ijekavian forms and its own terminology. When translating, we take into account which country's authority issued the document and choose the terms accordingly.

Do you translate a Montenegrin document written in Cyrillic?

Yes. We translate both Latin and Cyrillic documents, including texts that contain the letters Ś and Ź. When translating from Georgian into Montenegrin, we choose the script according to the requirement of the receiving authority.

How is the JMB rendered in the translation?

The 13-digit personal number is carried over into the translation unchanged, digit by digit, and is compared separately with the original. If any digit on the scan is unclear, we ask for a better copy and do not correct the number by guesswork.

What does a Georgian notary certify on a Montenegrin translation?

The notary certifies the authenticity of the translator's signature. The notary does not check the content of the Montenegrin document and does not give it any additional legal force, while the translator is responsible for the accuracy of the translation.

Will a Montenegrin authority accept a translation done in Georgia?

That depends on the receiving authority itself. Some accept a Georgian notarized translation, while others ask for a version by a translator authorized in Montenegro. Before you prepare the document, it is best to check this with the recipient in advance.

How long does a Montenegrin translation take?

A single standard document is, as a rule, ready the same day or the next day. The deadline for a large package, court material or a technical text is agreed after we have seen the files. The deadlines for an apostille and other agencies depend on the authority concerned.

Can I send you a document online from Montenegro?

Yes. Clear photos or a PDF of every page are enough, including the apostille and the back side. You receive the electronic version digitally, while the way the notarized paper copy is handed over is agreed separately.
