Power of Attorney in Georgia - Notarized POA in Tbilisi
Selling an apartment, handling a bank account, registering a car, running a company matter or collecting documents while you are abroad? A Georgian power of attorney lets someone act for you, but only for the actions the text actually names. We draft it, translate it and arrange the notary.
Short answer: to make a notarized power of attorney in Georgia you need the valid ID or passport of the person granting it, the exact personal details of the representative, and a precise list of the powers being granted. The document is drawn up in Georgian, signed before an authorised notary, and translated and apostilled if it will be used abroad. If the signatory does not understand the language of the act, an interpreter takes part. Send us the purpose and the details on WhatsApp and you will get the draft, the document list and the cost before you travel to the office at 118 David Aghmashenebeli Avenue, Tbilisi.
TARGMANEBI is not a notary office. We are a document and translation service centre: we establish what the receiving institution requires, draft and translate the text, verify every name and number, and organise the act with an authorised notary. The notarial act and the final legal assessment belong to the notary.
What a power of attorney is and what it is not
A power of attorney, also called a POA or a proxy, is a document by which one person (the principal) authorises another person (the representative or attorney in fact) to act on their behalf. In Georgia it is most often prepared in notarial form, because banks, the Public Registry, the Public Service Hall, courts and foreign authorities generally will not accept a privately written authorisation for significant actions.
Two points decide whether the document will work. First, the power of attorney grants exactly what is written in it and nothing more, so an action that is not named is an action the representative cannot perform. Second, the document has to satisfy the receiving institution, not just the person signing it. A bank may require the account number, a registry may require the cadastral code, a consulate may require specific phrasing. That is why we ask where the document will be submitted before drafting a single line.
A power of attorney does not transfer ownership and does not make the representative the owner of anything. It also does not remove your own right to act. It is an authorisation, and it can be revoked.
Types of power of attorney and what each one covers
There is no single universal template that fits every case. The wording depends on what the representative has to do and who will read the document. Below are the categories requested most often in Tbilisi.
General power of attorney
A broad authorisation covering several areas at once: property, banking, administrative bodies, correspondence and representation. Convenient, but institutions scrutinise it more closely, and some prefer a narrower document naming their own procedure.
Real estate power of attorney
For buying, selling, gifting, mortgaging, leasing, managing or registering property. The text should name the specific property, usually by cadastral code and address, and state whether the representative may set the price and receive the funds.
Banking power of attorney
For opening or managing an account, making payments, collecting statements or closing an account. Banks in Georgia often have their own internal requirements, so it is worth checking with the branch before the document is signed.
Vehicle power of attorney
For registration, deregistration, technical inspection, sale or export of a car. Include the plate number, VIN and the exact actions permitted, especially if the vehicle is to be sold or taken across the border.
Company power of attorney
For a director, partner or employee to sign contracts, represent the company before authorities, handle tax matters or manage a bank account. The company name, identification code and the scope of authority must be exact.
Court and administrative POA
For representation in court, before an administrative body or by a lawyer. Procedural powers such as filing claims, settling, appealing or withdrawing a case have to be listed explicitly to be usable.
Two further variants are requested constantly and are worth naming separately. A document collection power of attorney authorises someone to obtain a certificate, extract, diploma, criminal record certificate, parcel or official reply on your behalf; it is short, cheap and fast, and it is what most people actually need when they say they want a general POA. A power of attorney for use abroad is prepared with the destination country in mind: language, transliteration of names, apostille and the receiving authority's wording all have to be settled before signing.
The details every power of attorney must contain
Whatever the type, the same structural elements decide whether the document is accepted. Missing or vague entries here are the reason most rejected documents get rejected.
Who grants the authority
Full name exactly as in the ID or passport;
Personal number or passport number;
Date of birth and citizenship;
Address where required by the receiving body.
Who receives it
Full name of the representative, spelled as in their document;
Personal or passport number;
Company name and identification code, if a legal entity;
More than one representative, if you want a substitute.
What may be done
Each action named separately, not summarised;
The object: property, account, vehicle, case or document;
Validity period with a clear end date;
Whether the authority may be delegated to a third person.
A practical test before signing: read the text and ask whether a stranger at the bank counter or the registry desk could tell, from the document alone, that your representative is allowed to do the specific thing they came to do. If it takes interpretation, the wording is not tight enough yet.
Documents to prepare before the notary
For the initial assessment a clear photo or PDF of your ID and a short description of the purpose are enough. For the notarial act itself you will normally need the following.
Valid ID or passport of the principal, valid on the day of signing, not expired;
Full details of the representative, ideally a copy of their ID rather than a name written from memory;
Reference data for the object: cadastral code for property, plate number and VIN for a vehicle, account number for a bank, identification code for a company, case number for a court matter;
The requirement or sample from the institution where the document will be submitted, if you received one;
Passport spelling of all foreign names, so transliteration matches the documents that will be shown alongside;
An interpreter, arranged in advance, if the signatory does not have command of the language of the act.
How the process works step by step
The sequence below is what actually happens on a normal case. Nearly all of it can be completed before you physically go anywhere, which is the point.
1
Tell us the purpose
Send on WhatsApp what the representative has to do, where the document will be used and by when you need it.
2
We confirm the format
We establish the right type of power of attorney, the required participants, the language and whether an apostille will be needed.
3
Drafting and translation
The text is written out and translated, and every name, number and date is verified against your documents before anything is printed.
4
Signing at the notary
You sign before an authorised notary, with an interpreter present if required, and receive the certified document.
Send the purpose of your power of attorney and the representative's details. You will get the draft, the list of what to bring and the cost in one reply.
If the document is going to another country, three questions have to be answered before signing: which language the receiving authority accepts, whether an apostille or consular legalisation is required, and in which order the steps must be done. Georgia is party to the Hague Convention, so for most destinations an apostille is the relevant route rather than full legalisation.
Order matters more than people expect. As a general pattern the document is certified first, then apostilled, and translated last, so that the apostille itself is included in the translation. Some authorities ask for a different arrangement, or for the translation to be certified in the destination country. Doing it in the wrong order usually means paying twice. Send us the written requirement you received and the chain is set correctly the first time. Details are on our page about apostille and legalisation.
The reverse case is just as common. If you already hold a power of attorney issued abroad and want to use it in Georgia, it generally needs an apostille from the issuing country and a notarized translation into Georgian. Send us a scan and we will tell you whether the document is usable here as it stands. See also notarized translation of a power of attorney.
Signing remotely or from another country
According to the official explanation of the Notary Chamber of Georgia, a power of attorney can be certified in online format when the conditions set by law and procedure are met. The Chamber's explanation also refers to additional participants and to conditions connected with the status of the person granting the power, so this is not an automatic video call service. The notary assesses identification, participants and formal requirements for each case in advance.
If you are outside Georgia, write to us with your current country, your citizenship, who you are authorising and where the document will be used. Those four details are what determine whether the remote route is open to you, or whether the alternative is signing at a Georgian consulate or issuing the document locally with an apostille. Full conditions are covered on the page about the online notary in Georgia.
Validity period, substitution and revocation
Validity. The period is stated in the document. Leaving it open is rarely a good idea: institutions often want a recently issued document, and an indefinite authorisation over your property is a risk that outlives the reason you created it. Set an end date that matches the task.
Substitution. If the text permits delegation, your representative can pass the authority to a third person. That is useful for long procedures abroad and dangerous for everything else. If you do not want it, the document should say so explicitly rather than stay silent.
Revocation. A power of attorney can be revoked by the principal. Revocation is formalised through a notary, and in practice the representative and the institutions relying on the document should be notified so they stop acting on it. If you need to cancel an existing POA, send us the details of the original document and we will arrange it.
A power of attorney also ends in other circumstances defined by law, for example on expiry of its term or on completion of the task it was issued for. For a specific situation the notary gives the binding assessment.
Cost and turnaround time
The final amount is made up of several parts rather than one flat fee: the notary fee set by law, drafting of the text, translation where required, interpreter attendance, the number of pages and copies, and urgent scheduling. A short document collection power of attorney in Georgian is at the cheap end. A general power of attorney with translation, an interpreter and an apostille for use abroad sits at the other.
Timing follows the same logic. When all details are ready and the text is simple, the document is usually handled quickly, often the same day. A foreign language, multi party or property related power of attorney takes longer because more has to be verified, and an apostille adds its own processing step. If you have a fixed deadline, say so at the first message rather than at the end. For general orientation see translation and document service prices; the exact figure is confirmed once we see the request.
One note on the notary fee itself: the Notary Chamber of Georgia states that on the citizen's request the notary must provide an account setting out the cost of the service and the amount paid. You are entitled to ask for it.
Mistakes that get a power of attorney rejected
Name spelled differently from the passport: one transliteration difference and the bank or consulate treats it as a different person;
The needed action is not listed: the representative can collect the extract but not sign for it, because only one of the two was written down;
The object is not identified: "my apartment in Tbilisi" instead of the cadastral code and address;
No requirement obtained in advance: the document is drafted without checking the receiving institution's mandatory wording, language or form;
Wrong apostille order: translation done before certification and apostille, so the whole chain has to be repeated;
Expired ID on the day of signing: valid last month is not valid today;
Interpreter arranged too late: a foreign citizen arrives at the notary with no interpreter booked and the appointment cannot proceed;
Open ended authority granted casually: a broad POA with no end date and full substitution rights, issued for a task that takes two weeks.
Why clients use TARGMANEBI for a power of attorney
The value is in what happens before the notary. We confirm the requirement of the institution that will receive the document, write the powers in language that leaves no room for interpretation, verify each name and number against the actual documents, and arrange the translation and interpreter in the same conversation. For foreign clients that removes the two failure points that cause almost every repeat visit: transliteration and scope.
Drafted for the reader
The text is written for the bank, registry or consulate that has to accept it, not copied from a generic template.
Names checked first
Transliteration, document numbers and dates are verified against your passport before anything is signed.
Translation and interpreter
English, Russian and other languages, with an interpreter at the notary by prior arrangement where the act requires one.

Frequently asked questions about powers of attorney in Georgia
Can I make a power of attorney in Georgia as a foreign citizen?
Yes. A foreign citizen can grant a power of attorney before a Georgian notary with a valid passport. If you do not have sufficient command of the language of the act, it is performed with an interpreter, who also signs the document.
Does the representative have to be present?
In the standard case the participant is the principal. The representative's presence is normally not required, but you must have their complete and correctly spelled details. The specific form is confirmed with the notary.
Can a power of attorney be made online?
According to the Notary Chamber of Georgia, a power of attorney can be certified remotely when the relevant conditions are met, with additional participants and status related conditions applying in some cases. Send us your location and purpose so the possibility can be checked in advance.
How long is a power of attorney valid?
The validity period is whatever the document states. Where no end date is given, the receiving institution may still apply its own limits, and many prefer a recently issued document. Set the period deliberately.
Can I give a power of attorney to two people?
Yes, and the text should say whether they may act separately or only together. This is worth deciding in advance, because "jointly" means nothing can be done while one of them is unavailable.
How do I revoke a power of attorney?
The principal can revoke it. The revocation is formalised through a notary, and the representative and the relying institutions should be notified. Send us the original document details to arrange it.
Does it need an apostille for use abroad?
Usually yes, if the destination country is party to the Hague Convention. The order of certification, apostille and translation matters, so send us the requirement you received from the receiving authority.
Can I use a foreign power of attorney in Georgia?
Generally it needs an apostille from the issuing country and a notarized translation into Georgian. Send a scan and we will tell you whether it is usable here as it stands.
In which language is the document prepared?
The notarial act is performed in Georgian, with a translation prepared for use abroad or for a signatory who does not read Georgian. A bilingual layout is often practical, depending on what the receiving institution accepts.
How much does it cost?
The regulated notary fee plus drafting, translation, interpreter attendance, copies and urgency. A short single purpose POA is inexpensive; a general POA with translation and apostille costs more. We confirm the exact figure after seeing the request.
Notarial rules, fees and the documents required in a particular case may change or depend on individual circumstances.
