Notary Bureau in Tbilisi - Power of Attorney and Notarization
Need a power of attorney, a consent letter, a declaration, a certified copy, a signature certification or a notarized translation in Georgia? TARGMANEBI clarifies what the receiving institution actually requires, drafts and translates the text, and organises the appointment with an authorised notary in Tbilisi.
Short answer: if you are looking for a notary bureau in Tbilisi for a power of attorney, consent, declaration, contract, signature, document copy or notarized translation, send us the document or describe the purpose first. We will tell you which notarial act you actually need, what details to prepare, whether the original, personal attendance or an interpreter is required, and how to plan the process in a single visit. Our office is at 118 David Aghmashenebeli Avenue, Tbilisi, and we work in English, Russian and Georgian.
TARGMANEBI is not a notary office and does not replace notarial authority. We are a document and translation service centre: we draft and translate texts, verify the details in advance and organise the certification with an authorised notary. The final legal assessment and the notarial act itself are performed by the notary.
Six core notary service categories
Choose the matter that fits your case and open the dedicated page. Each subpage explains the required documents, who has to be present, the realistic timeline, what affects the price and the mistakes that most often send people back for a second visit.
Power of attorney in Georgia
General, banking, vehicle, real estate, company, court and document collection powers of attorney. See which details are required and how to word the powers precisely enough for the bank, registry or consulate to accept them.
Child travel consent, passport applications, property and family matters, spousal consent and formal declarations prepared, translated and notarized for use in Georgia or abroad.
Remote power of attorney, declaration or consent from inside Georgia or from abroad. Find out who can use the remote service, who has to attend and what technical conditions apply.
Notarized copies of diplomas, certificates, passports, contracts and other papers. Learn when the original must be presented and what exactly the notary is confirming.
Notarial confirmation of a signature on a private act, application, contract or form. Understand the difference between certifying a signature and certifying the content of the document.
Sale, gift, loan, mortgage, property division and other transactions in notarial form. See where a full notarial transaction is required and where a certified signature is enough.
Notarization is not one single stamp. In the cases defined by Georgian law a notary certifies transactions, verifies the authenticity of signatures, confirms that a copy matches the original, certifies the accuracy of a translation, issues certificates of inheritance rights and performs other notarial acts. In practice each act can require a different document set, different participants and a different procedure.
People usually contact us when they need a power of attorney, a consent for a child to travel abroad, a declaration for a foreign authority, a certified signature, a notarized copy, a translation of a foreign language document, or a Georgian version of a text they already have. Expats, remote workers, property buyers, company founders and families with documents issued in another country are the most frequent cases.
Power of attorney in Georgia - what to know in advance
A power of attorney is a document by which one person authorises another to act on their behalf. The text has to state clearly who grants the authority, who receives it, which actions the representative may perform, how long the document is valid, and whether the authority may be delegated further. Wording that is too general or incomplete is the single most common reason a bank, the Public Registry, a consulate or another receiving body refuses to accept a power of attorney.
A power of attorney may be needed to sell, buy or manage an apartment, to register or transfer a vehicle, to obtain an extract from the Public Registry, to represent you at a bank, to handle a court or administrative case, to act on behalf of a company, to collect family or child documents, and for various procedures abroad. One universal template cannot cover all of these. The correct text reflects the specific purpose and the requirement of the institution where the document will be submitted.
If the power of attorney is to be used in another country, the language, the form of certification, the need for an apostille or legalisation and the exact transliteration of names all have to be settled before signing. Already have a draft in English or another language? Send it to us for review. Translation details are covered on our page about notarized translation of a power of attorney.
Most frequently requested powers of attorney
Buying, selling, managing or registering real estate in Georgia;
Vehicle registration, sale or other actions at the service agency;
Representation before a bank, or a specific banking operation on an account;
Representation at the Public Registry, a Public Service Hall, a municipality or another authority;
Conducting a case in court, before an administrative body or with a lawyer;
Authority of a company director, partner or other corporate representative;
Collecting a document, certificate, extract, parcel or official reply;
Use abroad in property, family, immigration or consular procedures.
Consent letters and declarations
Consent letters and declarations look similar but serve different purposes. With a consent a person confirms their will regarding a specific action; in a declaration a person states a fact, a request or a position. Travel consent for a child, collection of documents, property matters, spousal consent, confirmation of an address or personal data - each situation has its own wording.
The requirement of the receiving body matters most for documents going abroad. Some authorities have their own text or mandatory phrases, some need a translation of a document already certified in Georgian, and in some cases certification must come first and the apostille after. Send us the letter, sample or link from the institution before you order, and you will avoid having the document redrafted.
Signature certification and certified copies
When a signature is certified, what matters is that the correct person signs the document before the notary, or confirms the signature in another way permitted by law. This does not mean the notary assumes the same responsibility for the legal effect of the content as when a notarial transaction is certified. So it has to be established in advance whether the receiving party wants only the authenticity of the signature or the full notarial form of the transaction.
For a certified copy the notary confirms that the copy or extract matches the original presented. As a rule, a legible original in proper condition is therefore required. A photo or PDF is fine for the preliminary assessment, but the original may be necessary for the act itself. We tell you in advance what to bring and which pages have to be presented in full.
Contracts, transactions, wills and inheritance
Certifying a sale, gift, mortgage, loan, property division or other transaction is a broader legal process than confirming a signature on a ready text. The notary verifies identity, authority and the preconditions set by law; a property transaction may require registry data, title documents, consents or other papers. The document list is always determined by the type of case.
Wills and inheritance matters also need individual assessment. It has to be established which act is required, where the inheritance case was opened, who the participants are and which documents have to be obtained. Final instructions and legal explanations in such cases come from the notary. Our part usually covers translation of foreign language papers, organising the data and arranging the appointment.
What to prepare before the notary appointment
Good preparation saves a visit. Requirements depend on the act, but for the first assessment you will almost always need a valid identity document, the exact details of every participant, the text to be certified or a description of its purpose, and the requirement of the receiving institution. For foreign citizens, the full form of the name and surname exactly as printed in the passport is critical, because a mismatch of one letter can invalidate the document abroad.
Your personal data
ID card or passport, valid on the day of the act;
Name and surname exactly as written in the document;
Personal number or other identifier;
Address and contact details where required.
The other party's data
Full details of the representative or recipient;
Company name and identification number;
Property, vehicle or case reference data;
The exact purpose and scope of the authority.
Supporting material
Sample or instruction from the receiving institution;
The original, if a certified copy is needed;
The foreign language text or the requested translation;
Any apostille or legalisation requirement you were given.
How the service works
The most efficient route is to send the document or the requirement first. That allows the text, the participants, the language and the type of certification to be checked before anyone travels. If personal attendance, a witness, an interpreter or the original is needed, you will know before the appointment rather than at the counter.

According to the official explanation of the Notary Chamber of Georgia, certain notarial acts can be performed remotely, including the certification of consents, declarations and powers of attorney, provided the conditions set by law and procedure are met. This does not mean that any document is automatically certified over a video call. The notary must first assess identification, the participants, the need for a witness and other formal requirements.
For an online power of attorney the Chamber's explanation refers to additional participants and to conditions linked to the status of the person granting the power. So if you are outside Georgia or cannot come to the office, write to us with your location, your citizenship, who you are authorising and where the document will be used. Those details are what determine whether the remote procedure fits your case.
Foreign citizens and the interpreter at the notary
If a participant in a notarial act does not have sufficient command of Georgian, the notary must still be able to establish their will freely and precisely. Under the applicable instruction, when the notary cannot establish the signatory's will without assistance because of the language barrier, the act is performed with the participation of an interpreter. The interpreter's participation is reflected in the certification entry and the interpreter signs the relevant document.
TARGMANEBI works in many languages and can help both with the written translation and with arranging an interpreter at the notary in advance, subject to availability for the specific language. Send us your passport details and the text to be certified so that names, surnames, numbers and dates are verified before the visit. For foreign language legal documents see also our legal translation service.
Notarized translation - when do you need it?
Notarized translation is commonly required by embassies, consulates, universities, banks, courts, the Public Registry and foreign administrative bodies. Typical documents include birth and marriage certificates, diplomas, school certificates, criminal record certificates, passports, bank statements, contracts, powers of attorney and other official papers.
The phrases used by the receiving party - notarized translation, certified translation, sworn translation, official translation - do not always mean the same procedure. The requirement of the specific country and institution has to be established first. Detailed information, the document list and the process are on a separate page: notarized translation and document certification.
Notarization, apostille and legalisation - what is the difference?
Notarization concerns a specific notarial act: certifying a transaction, a signature, a copy or a translation. An apostille is an additional form of certification intended for international use of a document between countries party to the Hague Convention. Legalisation applies where the relevant regime and the destination country require it instead. The order of the procedures depends on the type of document.
The wrong order costs time and money. In some cases the document must first be issued or certified by the competent body, then apostilled, and translated last; in other cases the receiving party asks for a different sequence. Do not rely on general information found online. Send us the actual requirement from the institution where you will submit the document. A further guide is available on the page apostille and legalisation.
How much does a notary cost and how long does it take?
The total cost of notary related service can consist of several parts: the notary fee set by law, drafting of the document, translation, interpreter attendance, the number of pages and copies, and urgent scheduling. A single flat price for every power of attorney, consent or contract would therefore be misleading. The Notary Chamber of Georgia also states that on the citizen's request the notary must provide an account showing the cost of the service and the amount paid.
Timing depends on the complexity of the case. A simple text with all details ready is usually processed quickly. A foreign language, multi-party or property related document requires more checking. If you need the document on a specific day, tell us the final deadline in advance. For general price orientation see translation and document service prices; the exact figure is confirmed after we see the material.
How to tell which notarial act you actually need
Clients often say only "I need my document notarized", but several different acts can hide behind that phrase. If you already hold the original and need an identical copy, the matter is likely a certified copy. If you are signing a text yourself, signature certification may be what is required. To give another person the right to act for you, a power of attorney is needed, and for a foreign language document, a translation plus the appropriate form of certification.
To get the right answer quickly, tell us three things: what document you have, where you have to submit it, and what the receiving person or institution has to do with it. If you received the requirement in writing, send us that exact text. The answer determines whether a simple copy or translation is enough, whether a notarial act is required, or whether an apostille, legalisation or another official stage has to be added.
Common mistakes that delay the process
Inconsistent spelling of names: the surname or given name in the foreign language document does not match the passport form;
Incomplete authority: the power of attorney does not list the action the representative actually has to perform;
No requirement from the receiving body: the document is prepared without checking the mandatory text, language or form of certification;
Arriving without the original: the client has only a photo when a certified copy requires the original;
Apostille in the wrong order: translation or certification is done before the correct chain for international use is established;
Looking for an interpreter too late: a foreign citizen arrives at the notary without an interpreter arranged in advance;
Undefined deadline: the document is needed on a specific day, but the notary's and interpreter's time is not booked ahead.
Why clients come to TARGMANEBI for notarial documents
Our main value is keeping the whole process in one place: understanding the purpose of the document, verifying the data in advance, drafting or translating the required text and organising the act with an authorised notary. This matters most for foreign language documents and for papers going to an embassy, a registry, a bank or an authority abroad, where a single inconsistency means another visit.
We do not promise to do everything in one minute without checking. We confirm the requirement first and only then tell you the likely format, price and timeline. That approach reduces the risk of refusal, of redrafting the text and of errors in names or scope of authority. Confidential documents are processed only to the extent needed to deliver the service.
One point of contact
Drafting, translation, interpreter and notary scheduling are coordinated through a single number instead of three separate providers.
Details verified first
We check names, surnames, document numbers, dates, participants and the description of authority before the appointment.
Support in your language

Notary bureau on Aghmashenebeli Avenue - address and contact
The TARGMANEBI office is located at 118 David Aghmashenebeli Avenue, Tbilisi. If you plan to come in person, contact us first on +995 501 11 32 00 or send the document on WhatsApp. Contacting us in advance lets us confirm the availability of the notary, the interpreter and any other participants required for your specific act.
When you write, state the final purpose of the document, the language you need, the number of participants and the date by which you must have the paper in hand. If several people are signing, everyone's availability has to be planned in advance. For documents going abroad, it helps a great deal to send the official requirement or sample from the receiving institution. With that short set of information we can give you a realistic plan in the first reply, so nothing is missing on the day - not the ID, the original, the interpreter, a witness or a required detail.
If you are not in Tbilisi, you can still get an initial assessment remotely. Tell us your city or country, where the document will be used and your deadline. We will explain which part can be prepared online and what will require personal attendance or sending the original.
Frequently asked questions about notary services in Georgia
Can a foreigner sign a notarial document in Georgia?
Yes. A foreign citizen can normally act before a Georgian notary with a valid passport. If the person does not understand the language of the act and the notary cannot establish their will without assistance, the act is performed with an interpreter, who also signs the relevant document.
What documents do I need for a power of attorney?
Usually the valid ID or passport of the person granting the power, the exact personal details of the representative and a clear list of the powers granted. Property, vehicle, company or court matters may require additional data.
Does the representative have to attend?
In the standard case the main participant is the person granting the power, but the specific form and the participants have to be confirmed with the notary. You must in any event have the representative's full and correct details.
Is online notarization available in Georgia?
According to the Notary Chamber of Georgia, powers of attorney, consents and declarations can be certified remotely when the relevant conditions are met. Send us your citizenship, current location and the purpose of the document so the possibility can be confirmed in advance.
Do I need an interpreter at the notary?
If you do not have sufficient command of the language of the act and the notary cannot establish your will without help, the act is performed with an interpreter. Tell us the language and the intended date so attendance can be arranged.
Is a photo of the document enough?
A photo or PDF is normally enough for the preliminary assessment and for preparing the text. For the certification itself you may need the original, a valid ID and personal attendance.
Is the original required for a certified copy?
To confirm that a copy matches the original, the notary generally has to be presented with the original document. Check the requirement for your specific document in advance.
Is notarization the same as an apostille?
No. Notarization confirms a specific notarial act, while an apostille is a separate procedure for international use of a document. Which form you need depends on the destination country and the receiving institution.
How much does a power of attorney or other notary service cost?
The price depends on the type of act, drafting, translation, number of pages, participants and deadline. Send us the request and we will confirm the exact cost after reviewing the material.
Is TARGMANEBI a notary?
No. TARGMANEBI is a document and translation service centre. We prepare and translate documents, clarify requirements and organise certification with an authorised notary.
