Azerbaijani Interpreter and Document Translation

You need an Azerbaijani translator in two main situations: a document issued in Azerbaijan has to be used in Georgia, or a Georgian document has to be submitted in Azerbaijani. Either way, the job is more than swapping words. The name, date of birth, series and number, issuing authority, registry data, seals, signatures, QR codes and attachments must all agree in the official version. TARGMANEBI works in both directions for individuals, companies, lawyers, clinics and students.

Modern Azerbaijani documents are written in the Latin alphabet and carry two key codes: the FIN for a natural person and the VÖEN for a taxpayer. A large share of certificates is issued through the ASAN system. In translation we pay close attention to the letters ə, ğ, ı, ö, ş and ü, which are often altered when a name is typed and then fail to match the passport.

Azerbaijani documents use fixed administrative terms: şəxsiyyət vəsiqəsi (identity card), doğum haqqında şəhadətnamə (birth certificate), nikah haqqında şəhadətnamə (marriage certificate), arayış (certificate), etibarnamə (power of attorney), çıxarış (extract). Each term is translated according to its legal function in the document, not the first meaning in a dictionary.

Main directions of Azerbaijani translation

Azerbaijani into Georgian

  • ASAN xidmət certificates
  • Civil status acts and ID documents
  • Migration cards and registry extracts
  • Court and medical materials
  • For Georgian offices, banks and notaries

Georgian into Azerbaijani

Prepared for certification

  • Notarization where required
  • Apostille page translated
  • Original, copy or both - agreed in advance
  • Electronic or paper delivery
  • Advice on the recipient's requirement

Before we start, tell us where the document will be submitted: in Georgia, in Azerbaijan, at an embassy, a court, a bank, a university or another country. The destination decides the form of the translation, how names are written, the certification and whether the apostille must be translated.

Azerbaijani letters and accurate names

Azerbaijani uses the Latin script, but with characters that are not on a Georgian or English keyboard: Ə ə, Ğ ğ, İ i, I ı, Ö ö, Ş ş, Ç ç, Ü ü. Dropping them can change a name, a surname, a place name or the meaning of a document. The dotted İ and the dotless I/ı are separate letters and must be kept apart.

When bringing names into Georgian we rely not only on pronunciation but on the Latin spelling in the passport, the identity card and any Georgian documents used before. One document may show a surname with Azerbaijani letters, another in international passport form. Where variants exist, we agree with you which form becomes the main record and, where useful, show the original form as well.

ASAN xidmət, myGov and civil status acts

Many civil registration services in Azerbaijan are available at ASAN xidmət centres, which issue or renew certificates of birth, marriage, divorce, death and other acts. In translation it matters to distinguish precisely between a certificate, a repeat certificate, an information letter and data taken from the registry. A repeat certificate, a restored record and an ordinary information certificate are not the same type of document, and the difference must survive in Georgian.

We read the official title of the document first, not the general word "certificate" a client may use. Then we establish the issuing body, the type of act, the registration number, the dates of drawing up and issue, and whether the document is primary, repeated or issued after restoring a lost record.

The myGov platform provides electronic certificates on family, employment, education and other data. The PDF you send must contain full pages, not a cropped screenshot, with the title, issuing body, creation date, unique number and verification code visible. A translated electronic document is not automatically accepted as a printout - some offices want the original file, a verifiable link or a check of the qualified electronic signature, so keep the source PDF.

FIN code, identity card and passport

Azerbaijani identity documents usually carry a FIN, a unique personal identification code. The FIN is never translated or altered; it is copied exactly as shown. The same rule applies to passport and ID numbers, PINs, series, visa numbers and other card codes.

For passports we check citizenship, place of birth, dates of issue and expiry, issuing authority and the machine-readable zone. If Georgian documents already use a different spelling of your name, send them too: several transliterations in one file can lead to questions at a bank, the registry or a court. See passport translation.

Notarization, apostille and consular legalization

For some procedures a professional translation is enough; for others the translator's signature must be notarized. In Azerbaijani practice, notarizing the translator's signature can be the first step in legalizing a copy or translation. Notarization confirms a signature or a copy, not the truth of the facts in the document - so a wrong name or a missing page cannot be fixed by a notary's seal.

For international use a document may need an apostille or consular legalization; the Azerbaijani Ministry of Foreign Affairs treats these as separate procedures. When an apostille is attached, its text, the official's position, the seal description, the number and the date are translated. There is no universal rule of "translate first, apostille second" or the reverse - the order depends on where the document was issued, where it is used and whether the recipient accepts the translation as a separate sheet. We ask for the recipient's written list first, so no unnecessary step is taken. See apostille and legalization.

For some Azerbaijani consular procedures a foreign public document must be apostilled or legalized, then translated into Azerbaijani and certified as required - common in marriage, adoption, inheritance and family reunification cases.

Migration documents and the State Migration Service

Temporary and permanent residence, work permits and registration of stay in Azerbaijan are handled by the State Migration Service (Dövlət Miqrasiya Xidməti). Applications may require a passport copy, birth certificate, family member's consent, proof of accommodation, a medical certificate and powers of representation. In a migration file the name, address, family relationship and legal basis must read identically in every document, and any notarial text attached to a lease or consent is translated along with it.

Business register, VÖEN, contracts and banking

Many Azerbaijani business documents relate to the State Tax Service, commercial registration and the VÖEN: state registration certificates, commercial register extracts, charters, founders' decisions, director appointments, branch documents and tax certificates. According to the State Tax Service, a 10-digit TIN is assigned on tax registration; in Azerbaijani documents it usually appears as the VÖEN. It is never shortened or reformatted.

Company names and legal forms are kept exact. MMC, for example, is a limited liability company in Azerbaijani practice; the translation keeps both the official name and a Georgian explanation of its legal meaning. In service, sale, transport, logistics, lease and partnership contracts between Georgian and Azerbaijani parties, payment currency, invoicing, taxes, delivery terms, liability and governing law are rendered precisely. In bank statements the holder, IBAN, SWIFT/BIC, purpose, currency and balances are checked twice.

Education, medical and legal texts

Education. In Azerbaijan, recognition of foreign qualifications involves TKTA, the Agency for Quality Assurance in Education. Diplomas, school certificates, transcripts, supplements, credit lists and study plans are translated with the qualification level, speciality, degree, study period, grading system and credits unchanged. "Bachelor", "master", "specialist" and vocational qualifications are never treated as interchangeable. Medical. Diagnoses, discharge summaries, surgery reports, test results, vaccination records, prescriptions and insurance documents. Drug names, doses, frequency, units and dates are checked word by word; unclear handwriting is flagged, never guessed. See medical translation. Legal. Claims, judgments, enforcement orders, lawyer's letters, powers of attorney, consents and inheritance documents. In a power of attorney we check the list of rights, the term, the right of substitution and the description of property; in a judgment, the note on entry into force and the appeal deadline. See legal translation.

Azerbaijani and Russian in one document

Older Azerbaijani documents and some private-sector materials combine Azerbaijani and Russian: a title in Azerbaijani, a seal in Russian, a bilingual attachment. If the two versions are identical, the translation can note the bilingual form; if they differ, every unique part is translated. Please do not cut out a Russian page that seems "already understandable" - it may carry a seal, a date or an extra condition.

Electronic notarial services such as Mobil Notariat produce powers of attorney and statements with electronic signature data, QR codes and registry numbers. A portal screenshot rarely replaces the original digital document; send the PDF downloaded from the system, including the final pages with the electronic certification.

How an Azerbaijani translation order runs

1

Send the complete file

Every page with full edges, including the back, attachments and the apostille.

2

Tell us the destination

The receiving country and organisation, so the form and certification are chosen correctly.

3

ASAN, FIN and VÖEN check

Personal data, codes, dates and specialist terms are checked separately in the finished text.

4

Receive the translation

Electronic files or a certified paper copy, depending on the form agreed.

Price and turnaround for Azerbaijani translation

The price depends on the volume of text, not only the number of sheets: a one-page certificate may hold little text, a one-page contract many clauses. Tables, handwriting, poor scans, two languages, notarization and urgency also affect price and time. The price is by agreement and fixed once we have seen the document. See translation prices.

You can order at our Tbilisi office or entirely online from Batumi, Kutaisi, Rustavi, Marneuli, Gardabani or anywhere else. Send the full document from the start - if extra pages appear later, the terms may change.

Frequently asked questions about Azerbaijani translation

Can an Azerbaijani translation be notarized?

Yes. For official use the translation can be prepared for notarization. The form depends on where the document was issued and where it will be submitted.

Can I send an Azerbaijani document online?

Yes. A clear photo or PDF is enough for the assessment, with every page, seal, signature, QR code and attachment visible. The original may be needed later for certification.

Do you translate ASAN xidmət and myGov electronic documents?

Yes, as long as the full text, issuing body, date, number and verification elements are legible. Check with the recipient whether a printout is accepted or the electronic original is required.

How are Azerbaijani names written in Georgian?

On the principle of documentary consistency: we compare the passport's Latin spelling, the Azerbaijani form and any Georgian version used before, so your data is not split across documents.

Should the apostille be done before or after translation?

It depends on the issuing country, the country of use and the recipient's rules. If an apostille is already attached, it is translated too. The order is settled before we start.

Do you translate from Georgian into Azerbaijani?

Yes, in both directions. Tell us the final purpose and the receiving authority when ordering.

How long does it take?

It depends on the pages, complexity, handwriting, name reconciliation and certification. Small documents are often ready quickly; long legal or technical material is assessed in advance.
