This page is written to be read, not to be skipped. Most disputes in this trade come from three places: a deadline that was counted from a different moment than the client assumed, a requirement that changed after delivery, and an expectation that the bureau controls a notary's or a state office's schedule. Each of those is addressed below in plain terms.
Where a specific order has its own written conditions, those take precedence over the general terms on this page.
1-2. Price and how an order starts
1. Price on agreement. Every order is priced after the document has been seen. The price is affected by the language, the direction, the number of pages and the actual volume of text, complexity, formatting, the deadline and any additional procedures. Work does not begin until the client has confirmed the offered price and conditions. 2. Starting the order and payment. An order begins once the agreed amount has been received in full and TARGMANEBI holds every necessary, legible page together with the working instruction. 100% prepayment applies to ordinary, large and urgent orders alike, unless something different is agreed in writing in a specific offer. That prepayment rule is stated plainly because it surprises people who are used to paying on delivery. The reason is practical: a translation cannot be un-delivered, and on urgent work a specialist is reserved and other orders are moved aside before a single line is written.
3-4. Deadlines and urgent orders
3. Counting the deadline. The agreed turnaround is counted from the actual start of the order - that is, after full payment, all required pages and the final instruction have been received. This is the clause that most often causes misunderstanding: the clock does not start when you first write to us, it starts when the last missing piece arrives. If the client later sends an additional page, changes the language, the format, the transliteration or any other material requirement, the deadline and the price may be agreed again.
4. Urgent orders. An urgent order is accepted only after the availability of a specialist and of any necessary accompanying services has been confirmed. Full prepayment is required. The accelerated deadline is agreed in writing before the order begins - we do not promise a time we have not checked.5-6. Cancellation
5. Cancellation before work begins. If the client cancels before translation or an agreed additional procedure has started, the amount paid is returned in full, by the same or an agreed payment route. 6. Cancellation after work has begun. If work has already started, a refund is considered against the volume of work completed and any costs already incurred or paid to a third party. The client is given the specific calculation and the possible balance to be returned.A third party here usually means a notary or a courier: once a notarial act has been performed or a courier dispatched, that cost exists whether or not the order continues.
7-8. What the client is responsible for
7. Information provided by the client. The client is responsible for the completeness and legibility of the document sent. If a specific official transliteration of a name, surname or other detail is required, the relevant passport, a previously accepted translation or a written instruction must reach us before work begins. This is the single most useful clause on the page. Name spelling is the most common reason documents are returned by foreign authorities, and it is entirely preventable - but only if we are told the required form before the translation is made, not after.
8. A requirement that changes after delivery. Replacing the source document, adding a new page, changing a spelling the client had previously agreed, or a new instruction from the receiving authority is not treated as a bureau error and may be assessed as additional work. The price is again set by agreement. That is not a way of avoiding responsibility - it is a line between two different situations. If we rendered something incorrectly, that is ours to fix and it is free. If the requirement itself changed, that is new work.
9-10. Our error, corrected free of charge
9. Free correction of a bureau error. If an inaccuracy attributable to TARGMANEBI is confirmed in a delivered translation, it is corrected without any additional charge. We prefer the request to reach us on the day of delivery or the next day, but a well-founded error discovered later is also examined individually. 10. Correction turnaround. We aim to correct a confirmed error on the same or the next working day. If a repeat notarial act or the involvement of another third party is required, the timing depends on that person's or office's schedule. The client is warned of any delay in advance or as soon as it is discovered. In practice this means: write to us saying which passage is disputed, or send the text of the authority's written refusal. If you are working against a deadline, the correction is treated as a priority.
11-12. Third parties and the receiving authority
11. Notaries, couriers and state offices. The working times of a notary, a courier, an embassy, the Public Service Hall and any other state or private body are not under TARGMANEBI's control. If an unexpected problem or delay appears, we warn the client and propose the possible next step. This is worth understanding before an urgent order. We can compress our own part of the work considerably; we cannot compress a notary's calendar or the Public Service Hall's apostille schedule. When we say a deadline is not achievable, that is usually why.
12. The receiving authority's requirement. Before the order starts, the client should give us the known requirements of the receiving country or organisation. TARGMANEBI prepares the agreed translation, but cannot determine a third body's final decision - particularly where the requirement was not provided in advance or changed subsequently.Practical consequence: send us the consulate's page, the university's instruction or the employer's letter. With that text in hand we can prepare exactly the required form. Without it we prepare the most common form, which is usually but not always the right one.
13-15. Originals, delivery and governing law
13. Original documents. Where handing over an original is necessary for the service, we take it into safekeeping, handle it with regard to its importance, and return it to the client after the service in the same condition in which TARGMANEBI received it. The client should check the condition and completeness of the returned document on collection. 14. Electronic and physical delivery. The finished document is issued in the agreed form: electronically, at the Tbilisi office, or by a courier delivery agreed in advance. The courier price, address and approximate time are agreed before the order or before dispatch. 15. Governing law and changes. The service is subject to the legislation in force in Georgia. If these conditions change materially, this page is updated and the update date is stated. Special conditions agreed in writing for a specific order take precedence over these general terms.Last update: 24 September 2026.

Is prepayment really always 100%?
Yes, for ordinary, large and urgent orders alike, unless a specific offer agrees something different in writing. For companies working under a framework contract, monthly invoicing is the usual alternative and is arranged in that contract. If prepayment is a problem for your situation, say so before ordering rather than after - it can sometimes be structured differently.
From what moment is my deadline counted?
From the actual start of the order: after full payment, all required legible pages and the final instruction have been received. If one page is still missing on Monday and arrives on Wednesday, the clock started on Wednesday. This is why we ask for the complete package up front rather than accepting it piece by piece.
I cancelled after you had started. How much comes back?
It depends on how much work was done and what had already been paid to a third party. You are given the specific calculation and the balance that can be returned. If a notarial act had already been performed or a courier dispatched, those costs exist regardless.
The consulate rejected my document. Is that your error?
It depends on why. If the translation itself contained an inaccuracy, it is ours and correcting it is free. If the consulate's requirement was not given to us in advance, or changed after delivery, that is new work under clause 8. Send us the written refusal and we will tell you honestly which of the two it is - and in the first case we redo the package at no cost.
You gave a deadline and the notary was closed. What then?
A notary's, courier's or state office's schedule is outside our control under clause 11. What we owe you in that situation is a warning as soon as we discover it and a proposed next step - not silence until the deadline passes. If the delay is on our side rather than theirs, that is a different matter and is treated as our error.
Can I change the spelling of my name after delivery?
You can, but under clause 8 it counts as additional work rather than a correction, because the original spelling was the one agreed. This is exactly why clause 7 asks for the passport or a previously accepted translation before the work starts - at that point setting the right spelling costs nothing.
