A translation bureau in Tsalenjikha - TARGMANEBI's service for a municipality whose connection with abroad began with the parents' emigration and continues with the children's education. The schools of Tsalenjikha, Jvari and the villages partner with European schools, pupils take part in exchange programmes, teachers go on training courses, and head teachers apply for grants - and each of those steps calls for its own group of documents: a memorandum, a parental consent, a medical certificate, a curriculum description, a grant report. A village school has neither a translator nor a lawyer for that - and those two are exactly what we are.
Beside the schools, Tsalenjikha has its ordinary flows: families whose children are in Europe, old papers from the villages along the Enguri line, staff of the Jvari hydropower plant, hazelnut farmers. Tbilisi is five hours from Tsalenjikha and Zugdidi half an hour; the courier comes to Tsalenjikha on an agreed day, together with the Zugdidi visit.
A school and its partner - from memorandum to exchange
An international school partnership runs in three stages, each with its own group of documents - some from the foreign school into Georgian, some from the Georgian school into the partner's language:
The partnership
- Bilingual cooperation memorandum, signed by both head teachers
- The school's presentation, history and curriculum description for the partner
- Joint project application and budget for a European programme
- The partner's child protection and data policy in Georgian
- Correspondence and minutes of video meetings
Pupil exchange
- Parental consent for a child to travel abroad, notarized and apostilled
- Medical certificate, vaccination card and allergy information
- School certificate and report card for the receiving school
- Host family information and rules for the Georgian parent
- Insurance conditions and emergency contact form
Foreign pupils in Tsalenjikha
- The foreign pupil's documents in Georgian for the school and the border
- Foreign parents' consent and medical information in Georgian
- The Georgian host family's letter and conditions in the partner's language
- Programme and safety rules for the visiting group
- Certificates and letters of thanks in two languages
The most important items in an exchange package are the parental consent and the medical information: the consent is drawn up before a Georgian notary, translated into the receiving country's language and apostilled - it is exactly this document that the accompanying teacher shows at the border. Allergy and medication information has to be written in the host family's language so that nothing is missed. Every pupil in the group has their documents prepared in one transliteration, following the passports, and where a group visa applies, the list and covering letter are in the same package.
A teacher abroad - training, qualifications, grants
Teachers from Tsalenjikha take part in European training courses, study visits and online programmes, and some go abroad on their teaching qualifications, to Georgian Sunday schools or international schools. For that we translate the teaching diploma and certificates, the level in the qualification scheme, a certificate of teaching experience, and the training invitation and the host's documents into Georgian for the school and the embassy - and after the course, the certificate into Georgian for the personnel file. Education grant applications - European programmes, embassies' small grants, foundations - are prepared in English with the curriculum, the budget and the outcomes described, and the reports in the donor's terminology. Pedagogical terminology - curriculum, competence, assessment system - has to match the European standard for an application to work in a competition.
Tsalenjikha families and the villages along the Enguri line
Beyond the schools, Tsalenjikha's families need what the whole of Samegrelo needs - a visa, a university, a power of attorney from Europe, a pension - and for families in the villages along the line, Soviet and pre-war papers are added, handled as they are in Zugdidi: a recognised document with a notarized Georgian translation, an unrecognised one through the special procedure the authority conducts. A grandmother's Russian certificate and a grandchild's exchange consent read as one family only if the surname is written with the same letters in both - so a Tsalenjikha family keeps one transliteration card that runs through every document for the school, the authority and the embassy.
School libraries and classrooms are a subject of their own, receiving books, equipment and teaching material from a partner: the donation letter and invoice in Georgian for customs, the acknowledgement and photo report in the partner's language, and, where equipment comes with a manual, its Georgian version for the teachers. Those documents need no certification and are prepared quickly.
In the households of Jvari hydropower plant staff, work and school papers often come together: a father's certificate for a project in English and a child's exchange consent in German travel in one envelope and come back to Tsalenjikha on one courier run.
Languages in orders from Tsalenjikha
Because of the schools' programmes, English is the unconditional leader in Tsalenjikha - partnerships, exchanges and grants all run in English; from the partner schools' countries come German, Polish, Italian and Czech, and French with European foundations. Russian is the language of old papers from the villages along the line, Greek and Spanish of parents in Europe; Ukrainian, Turkish, Dutch, Arabic and Chinese are rare from Tsalenjikha.
The process for a school and a parent
The partner's letter and the list
The foreign school's or programme's requirement and photos or files of the documents - by email to info@targmanebi.ge or by WhatsApp. For a group exchange, send every pupil's papers at once.
Which country and which date
The partner's country decides the language and whether an apostille is needed; the departure date decides the deadline. Attach the embassy's or the programme's guidance link as well.
Pedagogical and legal terminology
A memorandum and a consent go to a legal translator, a curriculum and a grant to an education-sector one, medical information to a medical one; the group's names are checked from one table.
The package at the school
You receive the file at once; the certified package comes by courier to Tsalenjikha, to the school's address, or you collect it in Zugdidi. Originals travel only for an apostille and come back in one visit.
Price and turnaround
A village school pays no more than a Tbilisi one - there is a single price list; the courier to Tsalenjikha is a separate line in the invoice and appears once for a whole group package. A guide to timing: a bilingual memorandum two to three days; one pupil's consent with notarization and an apostille two to four; a whole group a week; a grant application by the competition's date; a teacher's qualifications a week; a family certificate two to three days. A school taking part in several programmes a year has a contract with the bureau - a terminology base, one invoice at the end of the month, one manager - signed on our side by the lawyer Mariam Zumadze, sole trader (ID 30601010853). Nobody will learn from us about a pupil's allergy or a family's circumstances; an error of ours is corrected free of charge.

Twelve pupils are going on an exchange to a German school. In what language and form do the parental consents have to be?
The consent is drawn up before a Georgian notary, translated into German with notarization and apostilled - that document is what the accompanying teacher needs at the border. We prepare all twelve as one package, in one transliteration; the list and the covering letter are in the same package.
The partner school has sent us its child protection policy in English and wants a signature. What do we do?
Before signing we translate it into Georgian for information, so that the head teacher knows exactly what obligations are being taken on - it is a legal document. If a mutual agreement is being executed, we prepare a bilingual version.
Polish pupils are coming to Tsalenjikha and we are the host families. What language do our documents need to be in?
The host family's letter, the description of the accommodation and the rules in Polish; the foreign pupils' consents and medical information in Georgian for the school and the border; the programme in both languages. Allergy and medication information is translated by a medical translator - nothing may be missed here.
I am a teacher with an invitation to a European training course. What gets translated for the embassy?
Usually the school's certificate and the leave order in the embassy's language, the invitation and the host's documents in Georgian for the school, and the teaching diploma where required. After the course we translate the certificate into Georgian for the personnel file.
We are applying for a grant for the school in a European programme and the application is in Georgian. How long for the English?
A ten to fifteen page application with a budget takes a week, fitted to the competition deadline, in the pedagogical terminology a European assessor recognises. Send us the programme guidance link; last-minute changes are corrected outside the queue.
Will the courier come as far as a village school?
The courier comes to Tsalenjikha together with the Zugdidi visit, on an agreed day - to the school's address too; for a village school we agree the route. Originals travel only for an apostille and the group's package comes back in one visit.
