A translation bureau for Kobuleti - TARGMANEBI's service for a resort town with two quite different seasons. In summer Kobuleti is a multilingual city: Russian, Ukrainian, Turkish, Hebrew, Polish and English are all heard along the shore, the hotels and apartment blocks are full, and apartment sales in which one party is a foreigner are executed before notaries every day. In winter the town returns to ordinary life, with the academic, family and medical documents any household in Adjara needs.
Kobuleti is 25 kilometres from Batumi and 350 from Tbilisi. Notarization and apostille take place at our central office in Tbilisi, but that does not concern a Kobuleti client: the photo of the document is sent from Kobuleti, the certified original comes back to Kobuleti by courier, and the interpreter travels to the deal in person.
Apartment, property and land deals with foreign buyers
The share of foreign buyers along Kobuleti's coastal strip grows every year - people buying to live, to holiday and to let. A property deal with a foreigner has three linguistic points: the buyer has to understand what they are buying; the notary has to be satisfied that they understood; and the registry has to receive their documents in Georgian.
From the seller and the developer
- Public registry extract and cadastral data
- Draft sale, preliminary and instalment contracts
- Construction permit and commissioning act
- Homeowners' association rules and utility conditions
- Lease and management agreement for a rental apartment
From the foreign buyer
- Passport - notarized Georgian translation
- Power of attorney, if a representative is closing the deal
- Marriage certificate and spouse's consent
- Bank certificate on the origin of the funds
- Foreign company documents, if the buyer is a legal entity
On the day of the deal and after
- Interpreter at the notary in Kobuleti or Batumi
- Bilingual contract in parallel columns
- Registry extract translated into the buyer's language
- Documents for the residence permit application
- Tax and utility instructions for the owner
For developers we have a separate format: the standard contract is translated once and then filled in with each buyer's details. That cuts the cost per apartment sold several times over and guarantees that every buyer signs one and the same text.
Hotels, apartments and seasonal staff
Kobuleti's hotels, guest houses and apartment complexes have to have a whole set of documents ready before summer: contracts with international booking platforms and tour operators, house rules and safety regulations for guests, menus, descriptions of the spa and the entertainment programme, the website and social media. Staffing adds to that: foreign workers come to Kobuleti for the season, and their contracts, diplomas and health certificates have to be translated into Georgian, while Georgian seasonal workers go abroad and need their own papers translated into a foreign language.
Residence and taxes for a foreign owner
After buying an apartment a foreign owner faces two new questions: the residence permit and the taxes on a property being let. A residence application comes with a package of documents - passport, property extract, proof of income, a criminal record certificate from the country of citizenship, marriage and children's certificates if the family is moving too - and every foreign document has to be submitted with a notarized Georgian translation. In the other direction the owner needs the Georgian tax registration, declaration and bank documents translated into their own language, for their own tax authority or accountant.
Some Kobuleti apartment owners come only in summer and leave the property with a management company or an acquaintance the rest of the year. The power of attorney, the management agreement and the reporting then have to exist in two languages, so the owner can keep track of the apartment from abroad. We prepare such documents in a bilingual format and send them electronically to whichever country the owner is in.
Medical and insurance cases at the resort
In a resort town medical cases are seasonal too. A foreign guest who has seen a doctor in Kobuleti needs the Georgian medical certificate, the invoice and the prescription translated into their own language for their insurer at home; a local patient treated in Turkey or Europe needs the discharge summary and test results translated. Such texts are handled by a translator with medical experience, who compares diagnosis codes and the Latin names of drugs against the original. For an insurance company the bureau stamp is normally enough - a notary is rarely needed here, which saves the guest both time and money. In summer we process these orders the same day, because the guest often leaves within two or three days.
The language picture in Kobuleti
Russian and Ukrainian lead in Kobuleti orders, because of the guests, the apartment owners and the management of rental property. Turkish serves construction, trade and family ties, English the platforms, the contracts and European guests. Polish, German and Arabic have grown in recent years; Italian, French, Spanish, Greek, Chinese, Dutch and Czech are available on request. For documents in Hebrew, call us first - we will confirm availability after seeing the document.
An interpreter in Kobuleti
A deal before a notary, opening a bank account, registering with the tax authority, a hotel negotiating with a tour operator, a marriage to a foreigner registered at the civil registry - those are the occasions when an interpreter is needed in Kobuleti. The interpreter travels there by prior arrangement, reads the documents beforehand and, at a notarial deal, confirms the accuracy of the translation by signature. During the season, grouping several appointments into one day reduces the cost.
The process for a Kobuleti client
A file or a photo
A draft contract in editable format, a certificate or passport as a clear photo. By WhatsApp or by email to info@targmanebi.ge.
Destination and deadline
Who the document is for - a notary, the registry, an embassy, a platform - and when you need it. During the season the deadline matters especially.
Agreement and work
We tell you the sum, the day and the type of certification; work starts on your yes. At the end the editor checks floor areas, sums, apartment numbers and names against the original.
Delivery in Kobuleti
The electronic version as soon as it is finished; the certified original by courier to Kobuleti, or at the Tbilisi office at 118 Davit Aghmashenebeli Avenue if you are in the capital anyway.
Price, confidentiality and responsibility
An order from Kobuleti and an order from Tbilisi are on the same price list - what counts is the language, the volume, the type of document and whether a notary or an apostille is required. The courier to Kobuleti and an interpreter travelling to a deal are separate items, calculated before the order so that nothing unexpected appears in the final invoice. A sale price, a developer's rates and hotel contracts are the kind of information a competitor should not see: nobody outside the people working on the order opens the file, we never publish it on the site as a sample, and with companies we sign a confidentiality agreement. TARGMANEBI is the brand of the sole trader Mariam Zumadze (ID 30601010853); if an error of ours turns up in a translation, we correct it free of charge once verified.

Will an interpreter come to the Kobuleti notary for a deal with a foreign buyer?
Yes, by prior arrangement - in Kobuleti and in Batumi. The interpreter reads the contract text before the deal, translates it identically for both parties, and confirms the accuracy by signature before the notary. The buyer's passport translation is prepared for the same day.
I am a developer selling dozens of apartments a year. Does each one need a separate translation?
No. We translate the standard contract once in a bilingual format, and afterwards only the buyer's details, the apartment number, the floor area and the price change. Settlement is by one invoice at the end of the month, with priority turnaround.
What language should a management agreement with a foreign owner be in?
Bilingual - Georgian and the owner's language in parallel columns. The Georgian version is the legally governing one, while the foreign column helps the owner understand the terms and heads off a future dispute. We prepare that format from the draft.
How should a seasonal worker's foreign diploma and health certificate be certified in Georgian?
Notarized. An employer normally asks for both with a notarized Georgian translation; it is ready one to two working days after you send the photos. If several employees are involved, we handle it as one package.
A foreign guest was treated by a doctor in Kobuleti and needs a translation for the insurer. Do they have to leave the original?
No - photos of the medical certificate, the invoice and the prescription are enough. We certify the translation into the guest's language with the bureau stamp and send it electronically, even before they get home. Most insurance companies accept that form.
How do I prepare a criminal record certificate from my country for a residence permit?
The certificate has to be apostilled in your own country and then translated into Georgian with notarization - that second part is what we do. The certificate has a validity period, so obtain it shortly before the application and send us the photo straight away.
In winter, out of season, is an order from Kobuleti handled more slowly?
The opposite - in winter the queue is short and a one-page document is often ready the same day. We keep to deadlines during the season too, but a large order is better agreed in advance.
